请问I485 转到local office处理意味着什么？

从去年4月递交到TSC,5月更新一次，可能是因为打指纹，然后到昨天，说是transferred to local office for processingand and sent you a notice explaining this action. Please follow the instructions provided on the notice. We will notify you by mail when a decision is made.
是TSC已经审查过了，还是根本没有开始看这个case，直接就转到local了？这个transfer是好事还是坏事？通常转到local以后会有多久才会处理？谢谢！！！
