请问这是你的感觉，还是有出处？

“If NC has been pending over 3 years, they will approve directly. But for those delayed by NC between 6 months and 2 years, they will communicate with FBI again, and then decide to approve or not. If they do not approve, they will sedn you a notice that youe case need additional review.”

事实上，以EB1 为例，Memo 之后，批准的多数不是 NC Pending的老Case， 最早就是PD 2005，还有许多PD2006 获批。而大批 PD （RD）2004 以前的老EB1 Case未获批准。

他们对PD晚的，可以以 PD晚为借口不批，可实际上， 真正PD（RD）早的，又根本没被批准。总之他们就是找各种借口拖延！！
