ask for service in TSC

I went to Inforpass today, and the IO told me to call TSC and also write letter to TSC request for a service. Do you think it will help and how to reach TSC by phone. She also told me my file is in the record department, what is that mean?

My name check was clear and the PD was current when they ask for the RFE in last Sept. However they didn't make decision before the backlog in last Dec.
