called TSC today and got bad answer

Today I called TSC and asked something regarding the update Q&A. After saying my RD and the IO said that now the TSC just reviewed and approved the case between 2001-2006, and they has not yet to start the RD after 2007.

Then I asked him how come because I saw many approved cases who filed the RD on Aug 2007... He said that he didn't know what happened and just said my case (RD in May) and only be processed after June this year and wanted me to call at that time.

I also asked that each center have the same visa number and is it possible that NSC will use all the number because their processing time far ahead than TSC... He said, all the center use the same visa system and he could not control which center will use more than the other and only depend on the IO processing speed... What is TSC doing??? Our life just controled by these people....
