my parents' visa - i am shocked

Hi:

I just got off the phone with my parents. I am shocked.
The situation is they went to embassy to get their US visa last week, they got approved with a green slip, so I bought two air tickets for them, today when they asked the embassy why they still can't get the visa and passport back from the embassy, they are told that they need to get background check again in Washington which they got it 1 or 2 years ago. I am very angry, because I bought two tickets for them for almost $1860, now I need to pay a penality $360.
How this happen? They are very old, what they can do in the US? why background check again? and if there will be background check why the embassy didn't give them a pink slip(which means background check).

Is there a way I can ask the embassy reimburse the air ticket penality for me? The money is not growing out of treee.
