J-1 IGA waiver detail please ?

I have J-1 waiver problem with Chinese Embassry since I am Canadian now. there is noway for me to get NO Objection letter from them. I am now think about IGA, but do not know how it works. can you share you experrience with me? you can contact me at r_mao@yahoo.com.
