It's written by the attorney or his Para-legal. They use a standard format for all advertisement. I guess they messed up here. I was told that they used this format for hundreds of Green Card application. And they had 1 case 3 three years ago which was denied as mine. Turns out the appeal was successful.

However, no matter whether this part is relevant with immigration or not, USCIS shouldn't deny my eligibility for EB2 since I have a US Master's degree. And the L/C clearly states that it requries a Master's degree or equivilant.
