outside processing time? 是不是MEMO的范围？

我的485 07六月25被TSC收到，八月25转到LOCAL FIELD OFFICE. Processint time for TSC is April, for local office is August, outside processing time 算哪个？大家看看，我是不是outside processing time? 是不是MEMO的范围？想去LOCAL OFFICE去问一下，是EB1。
