USCIS 更新Q&A疑惑?

After reading the the revised Q&A, I still not uderstand :

1."outside of normal processing times, and the FBI name check request has been pending for more than 180 days"...

Q1. Does it mean that only the people's NC >180 days and it process time
Q2:How about people who filed after May? Are these people 15,000 of 47,000.when they will be processed? I can't find the answer in the Q&A.

Q3: According to VB, there should be not many a few cases would be processed becuase only EB1/and a little EB2/EB3 whose PD
Q4:Is it mean there will be different result if two person who filed at the same time but one was sent to TSC, the other one sent to NSC. and the NSC will approve the case first because the Processing time reached 7/30/07. Is it fair?
