May I ask PJiang or Xiao BAi Tu or other experts...

I got EAD and HR said I need H1B for double insurance. But my boss told me that they can not do it due to the application fee is too high, which is $4,500 . Is that right? I do remember it only need few hundreds.
If I-485 is rejected, may I apply H1B again?
