memo does not work

memo does not work because I receive a letter form F.Gerard Heinauer who is a director in NSC. He told me that USCIS is currently workinh on a process for pending applications past the 180 day pending NC.Once the process is in place all applications will be worked in date order upon receipt. If I have not heard anything within six months, contace customer service to complete a service request for status. But I called NSC 15 days ago, IO told me I will be receive decision within 30days. So I am confused.
