yes, in here, the customer refer to USCIS, and since USCIS PAY FBI to do the name check, USCIS decide who should be expedited (even now they can only handle 100/week expedite).

Remember that the internal name check only DEFER the name check, NOT cancel, and if USCIS suspect any applicant, certainly they may hold the case until the name check completed.
