urgent:I485 and fingerprints

Is it necessary to submit fingerprints and medical examination when you submit your I485? They are required as initial evidence in the instruction of I485 form. However, I heard lots of people did fingerprints and medical examination after receiving INS notification. Which one is better? Thanks.
