Actually your priority date is your I-140 RD. As I known, based on January's visa bulletin, cut off date is 1 Jan 2003. Only RD when is ealier than that date will be considered as current. This is my understanding, and also you can check some lawyer's website. They gave same suggestion. I really want to know how could we make sure our priority date is current, otherwise, USCIS still did not consider our case even there is a memo.
