Please, PJIANG---name check vs priority date

THank you for your input about how to use name check memo to expediate the NC. I remember in your thread you said that the priority date should be C(current). According to recent visa bulletin, the cut off date for EB-2 is 01 Jan 08, however my priority date is Dec 2004. USCIS still will not take care of my request since my PD is later than the cut off date. Could you please help me confirm this?
