I just called USCIS and mentioned this internal memo to the representative. Then I was trasferred to an officer (so-called higher level rep) and I told him the content of this internal memo. He said he will google it to find the PDF file containing the memo. He said we have to wait for this internal memo to be institutionalized and published and then they can apply it to the case meeting the criterias.
