AP and I140 approval

hello, could someone help me to clear this:
How to safely use AP? Someone told me I have to wait unitl I-140 gets approved and I-485 pending for 180 days. But someone told me no need to wait I140 approved, as long as I485 pending for 180 days, it is ok to use AP. Which one is correct? Thanks!
