1) When can I start to work for new Company, after filing the transfer? after receiving the receipt? or after receiving the approval notice?

拿receipt就可以工作。

2) After new company has filed the transfer for me, can I still work for current employer assume that approval notice hasn't been received yet.

通常旧的公司会终止你的合同期，你file H1时候会表明新公司的上班日期。
