请教：小白兔，PJIANG, Raidololgy: Following-to-Join/I-824

我的绿卡于6月前批下（NIW），现正为国内家属申请移民签证。I－824已经批下,Aproval Date: Nov.1,2007。此批准书上写：USCIS has notified the Consulate that you are a permanent resident.....

但是，由于Dec. 2007出现EB2-NIW排期大倒退至2003年1月。落在我的Poriority Date之前.

Does the retrogression have anything to do with my case? (note: the retrogression took place after my I-824 got approved.)
