AC21 Salary and job category concern

I have an offer from a company I really like. But I worry that the salary and job category might be issues. Since the salary for this position might be 50% higher than the salary stated on my labor filing and also the position is a lead position which is higher than what I have on my labor.

About the salary, which one is used to compare? The salary stated in the labor certification or current salary, which is 12% higher with the same company after 3 years?
