请教懂移民法的大师，有没有可能不必参加公民入籍考试而成为公民

我太太已经拿到绿卡19年了，57岁了。她的一只耳朵是聋子，学英语总是学不会。 可否因为拿到绿卡后已经很长时间，年龄又大， 就不必参加英语的入籍考试， 而直接申请入籍？
