we ranked Northern District of TX as anti-immigrant last year(see 这里 ), most because of one ruling from the 5th Circuit Court, and end of last year, the 5th Circuit Court drop that opinion and replace with rule favor to immigrant. We will re-rank as immigrant-friendly court soon.

As for Souther of TX, on Nov 19,2007, the Court ruled in favor to immigrant (Chinese fellow).
