HELP: Intent to deny my I-140 application from TSC

NIW140-Texas,
I just got the Notice of intent to deny from Texas, officer XM0030. I found this XM0030 sent a lot of deny letter to NIW applicants here.

Bascially, it said nothing and just a letter of notice of intent to deny, no REF. It just ask me to pay attention on E21 attachment (requirment or qualification for NIW). I am suprised about only 33 days to reply during the holiday season and worried they may lose my original package.
I wonder whether they lost my package due to rush in applications during the last July.
Can I just send in the copy of orignal package or I have to rewrite the petition letter and added some more recommendation letters or other evidences?
Anyone who got this similar letter can share experience with me pls?
