HELP!!!!

My father needs to apply visa to US from Chengdu Embassy. Now appointment is requiedr. He tried calling the appointment number millions of times and it's always busy signal! I tried also and it never went through.

Anyone has similiar experience? I am desperately worried about that since we need him to bring our son back to US.
