2. the ruling of court will not be affected by USCIS/FBI policy, the difference is that, the USCIS/FBI will fight back to discourage people to sue them, and you should have courage to fight until end. Not necessary to win the Court order in order to pressure USCIS to work on your case. Sometime bargain with AUSA can also solve the problem(after you file WOM, you can start to contact with them)
3. everyday still have people get their GC/naturalization because of WOM
