Cannon Declaration is an official response to a Name Check status inquery. It's from the office of section chief, Michael A Cannon, of the National Name Check Program at FBI

If you write to USCIS ombudsman, I suppose someone from the ombudsman office will inquire FBI about your name check status, bringing your name check case to someone's attention at FBI...which is always good to your cause.
