should I appeal or re-open the case?

hi, everybody,
unluckily, my I-140 got denied, the reason is that USCIS said they did not receive any supporting materials....However, I used FedEx to send in the materials in time and I still kept the signed delivery notice from FedEx.

So now what should I do?

my lawyer told me there are 2 options..

1) he will send in a motion to re-open the case as well as all supporting materials.

2) he will appeal for me according to the recommendations from UCSIS..

But I heard that appeal may take years to complete...

then what is the best option to me?
Since the denial letter only gave me 30 days to appeal.
