anyone did not get AP after three month?

We applied for AP in September, but till now have not got it yet. but there were two times of LUD last month---12/26 ans 12/27. NSC process time is 3 month. I called customer service, and was told that it need another 40 days to process. why is the different between the process time and waiting time? Thanks a lot.
