Can someone help?

I am switching the department within the same university. The International Education Office at the university insists that I have to reapply H1 (current H1B expires next year) and cannot work for the new department until I get the receipt of the new H1.

I am leaving the current department by June 30. There will be a two-week lapse betweent June 30 and the receipt of new H1 application. I do have an EAD based on NIW approval, but was advised not to use it. Will I be still on H1 status if I just wait to get the new H1? Any other good suggestions?
