美国移民申请，大家来帮我看看是不是被骗了？

找人托关系办美国绿卡，终于在2006年12月，收到了I -797C,NOTICE OF ACTION, 在左上角，有一个RECEIPT NUMBER，可以用这个号码，来查询CASE 的审理进展，但是，无论我打电话，还是用美国移民签证处的官方网站（www.uscis.gov)，都查不到我的CASE STATUS。
从2006年底，到现在已经一年了，不可能会查不到吧？
我是不是被人骗了，花了大笔冤枉钱？对方并没有帮我FILE任何申请？否则怎么会查不到呢？
能否请大家帮我看看如下文件的真伪，谢谢。

这张NOTICE OF ACTION（I-797C) 上写着：

The above application or petition has been received. Usually takes 360 to 480 days from the date of this receiptfor us to process this type of case. Please notify us anytime immediately if any of above information is incorrect.

We will send you a written notice as soon as we make a decision on this case.You can also use the phone number to obtain case status information direct from our automated system 24 hours a day with a touch tone phone and the receipt number for this case (at the top of this notice).

If you have other questin about possible immigration benefits and services, filling information, or immigration and Naturalization service forms, please call the INS National Customer Service Center (NCSC) at 1-600-375-5283.


You can also visit the INS on the internet at www.bcis.gov. On our web site you can get up to date case status information on your case and find valuable information about immigration service and benefits.

疑点1：我试着打过通知中所说的电话，用它的电话自动查询系统，却被告知是“无法找到你的案件号），也用过美国移民处的官方网址（www.uscis.gov)去查，仍是查不到。
疑点2： 通知上写着，你可以访问 INS的网址，以获取更多信息，但实际上，负责签证事务的，应该是USCIS，而不是INS。INS似乎在2003年就被分出去，专门负责类似911的恐怖袭击事件，那为什么我会收到这样的通知？我想，会不会是在美国的申请人，伪造了一份年代久远的假通知书给我，表面上是看不出问题，但细节上就不对的。

请各位帮我看一下，谢谢！
