Xianbaitu and other experts! Please help!

My niece has valid B2 visa to visit me. Yesterday she failed F1 visa at Beijing. Is that possible she uses the B2 visa to enter U.S? Is B2 visa still valid? If yes, she actually went back China Dec 22nd and can she use the B2 visa to come back in January?
