collect as many citations from different sources as possible, including chinese citation index (translate into eng by yourself, it's fine), and list all the citations together.
Pick a few good papers that cited your work by highlighting the lines that mention your work in the text. Print out those papers.

A government agency recommendation letter should certainly levate your weight of contribution.
