绿卡 and 签证

Wall Street Journal (06/24/04) page A1 posted a one-sentence news about green cards. It reads, "State Department said foreign residents with green cards must get visas at embassies overseas to return to the U.S. each time they go abroad".

Anyone has details about this? If it is true, what's the benefit of GR?
