"Outstanding Researcher" category is for the people who got permanent job offer. Postdoc as we know is not a permanent job. Another fact we know is the Universities can only file GC application for their tenurable faculties. I know some people ask someone other than International Office's staff to sign the offer letter. It works sometime, but it is illegal and cheating.
