INS will issue RFE to your employer during I-140 process

asking for US tax return or financial statement. If the financial statements (from the year your submitted PERM to present) can establish that either Net Income or Net Current Assets are equal or greater than the difference ($16000), then they would approve your I-140. So check your financial statements for net current assets.
