Choice for B-1 at Toronto

My wife's Mom just landed in Toronto as a permenant resident. Both my wife and I are in the U.S with H-1 B visa and we want to help her mom to get B-1 visa to visit us. We have two choice.
1. Let her mom stay in Toronto for six months and apply visiting visa to the U.S. When applying visa, she will NOT tell U.S embassy that her daughter is in the U.S. Just visit the Disney in Florida.
2. Based on my wife's H-1 B and let her mom come to visit us.
We don't know what is a good choice.
Please help
