help, how to make visa interview appoinment

Want to make a visa interview appointment for parents. Would somebody tell me how to buy a calling card, I cann't get one even I follow all the oneline procedure.

I heard of appointment for Shanghai has gone to end of Jan, too bad! I have come back in the middle of Jan.
