You are not asking for a recommendation letter!
Of course they will not endorse a recommendation letter for you if they do not know you well. Recommendation letter is for recommendation purpose.
Instead, you should ask for an evaluation letter from independent view, in which the evaluator can state that your achievement will benefit US interest or you are outstanding.
