Endorsing a recommendation is big favor for them. People hesitate to do it when they do not know you.

Independent = you have never collaborated with him in the research (and better not live/work clos to you)

Go and find someone with whom you have connection and meet the criterion -- acquitants, not strangers. I did it for EB1.
