although the "official" rule for the GC outstanding application is relatively simple, but no one has obtained the GC for that rule. To apply it, you have to show USCIS that you ARE "outstanding", not just good, not just excellent, but outstanding. You have to have papers published on famous peer reviewed journals, besides that, you have to have other qualifications. USCIS applies a much stricter rule for outstanding than NIW. Remember this.
