Class action lawsuite - WOM

I am just wondering if it has been discussed before to file a class action lawsuit to clarify/speed up NC on the ground of WOM or other things. Since many WOM cases have been won by the GC applicants, there should be enough materials/cases/arguements to file the lawsuite. Moreover, many NC's have been done so quickly while others have taken for years. This kind of inconsistence should also be addressed. Just wondering. Thanks.
