Please help: 办理J-2需要准备哪些材料?

My sister is planning to visit her hu*****and (J-1 visa, first year) in the US during the coming Chinese New Year holiday. What documents should be prepared for my sister? Is it possible for their 19-year old son (college student in China) to apply for the same kind of visa? Thank you!
