请问中国是怎样解决在美出生小孩双重国籍问题的？

在美出生小孩，父母双方未获得绿卡，随父母海龟回国时办旅行证，回去后可以上户口，即取得中国国籍。但这类小孩有在美国的出生证明，也有美国护照，具有美国国籍。这时候，他们不是就有两个国籍吗？那中国的国籍法岂不是有个漏洞，因为它是号称不承认双重国籍的。
