Any july 2 NSC filler got AP original in hand? Please response.

How long does it take from approval date to receipt date? My A/P approved in Nov. 1, I haven't got it yet.
I called NSC, they told me I have to wait 30 days, then I could pay money and apply again, but I book the ticket on Dec. 1?
I am ready to have an info pass, but NSC told me it is against law for info pass to give me another A/P before 30 days.
