Question to Radiology and Xiaobaitu

My parents stayed here for 6 months and just came back to China, they plan to come to US again after 1 month using 1 year valid US visa.

My question is: Is it possible thet they may be denied entrance at the port? Is it legal if the port officer deny their entance though they have the valid VISA?
