Sorry to hear that, but....

they should return/reject your case instead of denying when they receiving the case and finding out it is premature filing. once they give you the receipt , there should be no such problem, the PD could be back.
don't worry, call them, write the congressman, FL, or sue them , i am sure you will be fine.
