我觉得豁免理由应该和2019相对应

不管项目过硬与否，重要的是你在从事这一研究。以项目需要时间，在J1到期前完不成，需要更多时间的工作，等等，都是很好的理由。
不是麻烦导师与否的问题，而是你申请豁免的时候，必须有老板同意给你转H1的说明信。否则的话，中国使馆那边不会给你出no objection statement。
如果通过另外的途径申请豁免，俺可就不很清楚了，知道可以帮忙说说。
