Asking xiaobaitu and others about parolee"s eligibility for fede

Confused with the "one year" requirement.
The Guide of Federal Student Aid 2007-08 said that eligible noncitizen must be(for I-485 applicants): "Parolee"(You must be paroled into the United States for at least one year).
Does this "one year" means the parolee must have one year period of effective listed in the I-94 card or the parolee will only be eligible one year later after the card stamped?
