file FOIPA 后, 他的回信让我茫然... (在线等)

二十天前,我提交了FOIPA,昨天收到了David M. Hardy 的回信, 他的回信中一个问题,我不懂.想请教:
他在心中提到: No records responsive to your FOIPA request were located by a search of the automated indices.

但他又说: You may file an administrative appeal by writing to the Director, Office of Information and Privacy, United States Department of Justice.

我的问题是,为什么又 file an administrative appeal, 要填一个什么表格呢?
