1） how it was returned （HR说律师没有在Check上签字)
- that's why, not how.
If your petition was rejected without a receipt#, probably you can not refile it.

2） whether it's refilable

明天给律师打电话，具体confirm些什么信息呢

我准备把USCIS Return的原因要回来,是不是有一张
正规的Notice
